ROLES & RESPONSIBILITIES

Mr. Frei is a Senior Managing Director of Cushman & Wakefield’s Business Incentives Practice for the Americas in which he specializes on corporate engagements involving global site selection with a focus on evaluating, negotiating, implementing, and administering state and local economic development incentives, also-known-as government incentives.

Mr. Frei joined the Chicago office of Cushman & Wakefield in 2007. Prior to joining Cushman & Wakefield, Mr. Frei was a Director of Corporate Services at Pollina Corporate Real Estate where he was in charge of procuring and implementing turnkey site-selection services and state and local economic development incentives negotiations. Mr. Frei began his professional career as a mechanical engineer at Eisenmann Corporation where he held various positions including engineering manager, sales manager, group leader, and design engineer.

WORK EXPERIENCE

Mr. Frei has advised companies in all phases of the strategic planning, site selection and cost-mitigation of real estate for over 10 years. In doing so, he has performed multiple project economic and fiscal impact studies, site comparisons, economic incentives feasibility analysis, cost models, requests for proposals, structured development agreements, and negotiated several multi-million dollar state and local economic development incentives packages.

Furthermore, Mr. Frei has authored multiple articles in industry journals such as Area Development and has participated in several consultant panels addressing site selection and economic development incentives trends in multiple states. Mr. Frei also has extensive international work experience, having worked in Germany for 4 years and having lived in Mexico for 13 years; thus, he is fluent in German and Spanish.

Ms. McIntosh is a Senior Managing Director of Cushman & Wakefield’s Business Incentives Practice for the Americas.  Ms. McIntosh specializes in assisting global clients in making strategic decisions related to expansion and relocation.  She obtains tax and operational savings for various types of projects through her strong relationships, tax and financial knowledge, and negotiation skills. 

Ms. McIntosh joined the Atlanta office of Cushman & Wakefield in 2006, bringing experience from her own site selection and incentives consulting practice, bMac Consulting, as well as from PMG where she served as, among other roles, Southeast Practice Leader for the Business Incentives Group (BIG) and National BIG Partner in Charge of the Automotive Industry Sector for the firm.  Ms. McIntosh was also with Coopers & Lybrand (PriceWaterhouseCoopers).

JANE ORLIN

Ms. Orlin brings over 20 years experience in the field of tax credit and incentive negotiation and administration.  Over the course of her career she has worked with numerous Fortune 500 Companies saving them over $2 billion in tax savings, grants, property tax abatements, sales tax exemptions, corporate income tax credits and donations, utility discounts, waivers on permitting fees and other financial benefits including bond and tax increment financing.   She has worked with industries including but not limited to financial services, Information Technology, pharmaceuticals, consumer products, and telecommunications.   She has been instrumental in achieving bottom line savings for manufacturing, distribution, back office, headquarters, and data centers.   Ms. Orlin is a sought after speaker for economic development events, real estate and tax conferences.  In addition, she has been quoted in the New York Times and written articles for state tax and real estate journals.   She is a frequent participant in economic development conferences most noted for her expertise in economic development incentives.

Ms. Orlin was the Senior Director and National Practice Leader for Economic Development Services and the Northeast Practice leader for the Tax Credit Practice for Automatic Data Processing (“ADP”) .  Ms. Orlin has also been the Northeast Practice Leader in the Strategic Relocation and Expansion Services at KPMG.

Brad has over 10 years of experience managing corporate site selection engagements, business incentives projects, and economic development consulting assignments.  Brad expertise is in the areas of domestic site selection and location analysis, economic incentives research and acquisition, and demonstrating the economic and fiscal impacts of a wide variety of projects to both corporations and governments. He specializes in working with state agencies and local municipalities in connection with negotiating incentive packages and developing corporate attraction strategies. Brad is an expert in delivery of professional services, with emphasis on responsiveness to clients, rigorous analysis, and negotiation strategy and implementation.  He has successfully completed projects for Fortune 1000 Companies in the automotive, consumer products, financial services, telecommunications, energy, pharmaceuticals, food and beverage production, and packaging industries.

Prior to joining Cushman and Wakefield, Jason has had over 20 years of experience in the credits and incentives industry.

Mr. Lake’s clients regularly monetize benefits valued at 25% over market. He achieves this by identifying unique client fact patterns, technical nuance, strategic contingencies and alternative reporting positions. He applies this approach throughout the incentive life-cycle, from initial opportunity evaluation through reporting, utilization and audit. As an example, he responded to client tax credit absorption challenges by pioneering in-house tax credit syndication in 2005.

Mr. Lake has negotiated on behalf of corporate headquarters, call and service centers, R&D centers, and manufacturing and distribution facilities. In addition, he has extensive experience negotiating and structuring real estate development projects, either standalone or as part of corporate occupier projects. Industries served include finance and insurance, technology, retail, auto/supplier, pharmaceutical, power, and food, among others.

He was an original member of the Arthur Andersen Credits and Incentives Practice, negotiating and defending credits and incentives for Fortune 100 companies. In 2002, he formed NexGen Advisors, a boutique incentive consulting firm headquartered in Chicago with offices in Nashville and Cleveland. Mr. Lake also founded NexGen’s sister firm, NGP Capital, in 2011 to focus on tax credit syndication.

Ms. Henderson is a Director in Cushman & Wakefield’s Business Incentives Practice.  In this capacity, she assists domestic and international clients in site location decisions resulting from relocation, expansion or consolidation. She specializes in managing site location strategies for corporate clients in healthcare, biotechnology, pharmaceuticals, telecommunications, and information technology. 

Ms. Henderson has secured business incentives for a variety of small and large real estate transactions including manufacturing, corporate headquarters, research and development, specialty healthcare facilities, call centers and data centers. 

WORK EXPERIENCE

Ms. Henderson joined Cushman & Wakefield in 2015, bringing extensive knowledge and experience from her work in state and local government.  As Director of Life Science and Information Technology within the Global Commerce Division for the Georgia Department of Economic Development, Ms. Henderson successfully led the $1.3 billion Baxter International, Inc. biotechnology manufacturing project securing over $200 million in state and local tax incentives.

Mr. Hirschl has more than six years’ experience in corporate real estate with an emphasis on site selection and economic development incentives.  Mr. Hirschl serves as a Consultant in the Business Incentives Practice and is responsible for providing assistance to major U.S. and international companies making strategic decisions related to site selection and negotiating state and local economic development incentives.  He has managed location strategies for corporate clients in automotive, information technology, healthcare, pharmaceuticals, and telecommunications.  Mr. Hirschl has negotiated multi-million dollar state and local economic development incentives packages for a variety of small and large real estate transactions including corporate headquarters, manufacturing, distribution, and business services. Mr. Hirschl joined C&W in 2013, bringing extensive knowledge and experience from his work as an Investment Broker with a national investment real estate company in Chicago and as an Analyst for Rialto Capital Management in Miami, Florida.

As a member of Cushman & Wakefield’s Business Incentives Practice, Brooklin Salemi supports the firm’s clients in making profit maximizing real estate decisions. Miss Salemi is responsible for assisting major U.S. and international companies with all-inclusive incentives research and compliance monitoring associated with her client’s expansion, consolidation, and relocation projects. Miss Salemi is based in C&W’s Atlanta office.

WORK EXPERIENCE

Prior to joining Cushman & Wakefield full-time, Miss Salemi completed three summer internships with the Company’s Business Incentives Practice. She supported the Global Consulting Group by researching various incentives, creating formal proposals for prospective clients, and assembling compliance guides.
